Summary of this tutorial:

For this tutorial we will be recommending the WP User Avatar plugin:

With that plugin installed and activated you will go to the new area labeled Avatars.

In this new area you will choose how you want to display the user avatars as well as if you want to disable Gravatars on your site and only wish to use local avatars.

Users with the author role can upload their own profile photo by default and this is changeable to whatever role you desire.

Once you save your changes to the settings you can go to the users page and edit the user you want to add the image to.

On the bottom of the edit user screen there will now be a section for setting an avatar.
